Scope
The purpose of the procurement is to enter into a contract for consultancy services to carry out a midterm evaluation of Norway’s National Action Plan (2023–2030) on Women, Peace and Security. The assignment shall assess Norway’s WPS-related development cooperation and relevant diplomatic and normative efforts and deliver findings, conclusions, and recommendations for the remaining implementation period.

Scope
This evaluation focuses on outcomes and impacts in the energy sector, assessing the causal logic linking energy support to wider civilian outcomes within the Nansen Programme Theory of Change, contribution pathways, cross-sector interactions, unintended effects, and the conditions under which different approaches may be sustained or expanded. Understanding how energy investments translate into broader resilience outcomes, and how they interact with Norwegian donor mechanisms and other portfolio elements, is essential for prioritisation and resource allocation. The evaluation covers the civilian component of the Nansen Programme from its inception in February 2023 to July 2026.
The evaluation’s focus and scope were developed through consultations with stakeholders, a review of relevant literature, and findings and recommendations from other evaluations of donor support to Ukraine following the full-scale invasion. Consulted stakeholders included the Nansen Teams at the Norwegian Ministry of Foreign Affairs and Norad, the European Bank for Reconstruction and Development, the World Bank, the United Nations Development Fund, and civil society actors. The stakeholder reference group represented the core stakeholders, while the advisory group provided technical feedback on the Terms of Reference.
