Evaluation of Cross-cutting Issues in Norwegian Development Cooperation

In the management of Norwegian development cooperation, the safeguarding of human rights, women's rights and gender equality, climate and environment, and anti-corruption is considered fundamental to achieving sustainable development and poverty reduction. There are numerous expectations and commitments related to the four cross-cutting issues. These are anchored in both national documents and various international agreements and declarations that Norway has supported.

The evaluation has examined Norway's expectations and commitments to implement the four cross-cutting issues: human rights, women's rights and gender equality, climate and environment, and anti-corruption. The evaluation covers the period from 2018 to 2022.

The purpose of the evaluation is to provide knowledge about how cross-cutting issues are implemented by the Norwegian aid administration and partner organizations, and whether the implementation of cross-cutting issues contributes to better results, as well as to identify practical lessons for improvement.
