The main objective of the Cuamba hydropower project was to reduce the use of diesel fuel for electricity production in Mozambique and at the same time to secure a minimum of electricity supply to the town throughout the year. In September 1983, the government of Norway and the People's Republic of Mozambique signed an agreement on the financing and construction of the Cuamba Hydropower Project on the Mepopole River about 30 km north-east of Cuamba Town.
