Evaluation of the Norwegian Program for Indigenous Peoples

This is an evaluation of Norway's support to indigenous peoples in Latin America, focusing on the Norwegian Program for Indigenous Peoples (Npip). Npip was originally established in 1983 within Norad. The program was founded in an act of Parliament after the Saami confrontation at the Alta dam in northern Norway in 1980 and growing solidarity elsewhere in Norway toward indigenous peoples in Latin America in particular. The invention of a program to support indigenous peoples outside of Norway was both a reflection of growing domestic interest in indigenous issues abroad and a gestures of reconciliation with Norway's own indigenous community.
