From Donors to Partners?

Evalueringa har vurdert norsk støtte til styrking av sivilt samfunn i utviklingsland gjennom norske organisasjonar og deira lokal partnarar. Denne støtta er forvalta av Norad.

Evalueringa dekkjer perioden 2006 og fram til i dag. Den bygger på data frå ein litteraturstudie av  relevante evalueringar og tilgjengelig  akademisk litteratur, gjennomgang av dokument, intervju, elektronisk spørjeundersøking blant dei norske sivilsamfunnsorganisasjonane samt datainnsamling i Etiopia, Uganda og Nepal.

Føremålet med evalueringa er å gi Norad og Utanriksdepartementet informasjon som kan nyttast til å forbetre framtidig norsk bistand til styrking av sivilt samfunn i utviklingsland.

Evalueringa er gjennomført på oppdrag frå Evalueringsavdelinga i Norad av Chr. Michelsens Institutt (CMI),  Nordic Consulting Group (NCG) og Ternstrom Consulting samt nasjonale konsulentar frå Etiopia, Uganda og Nepal.

This evaluation looks at Norwe­gian support to strengthen civil society in developing countries through Norwegian civil society organisations and their local partners. The support is provided through the Civil Society Grant administered by the Norwegian Agency for Development Cooperation (Norad). The evaluation covers the period 2006 to date.

Methodology: Literature survey, document reviews, semi structured interviews with Norwegian civil society organisations and local partners, focus group discussions, on-line survey among Norwegian civil society organisa­tions and field studies in Ethiopia, Nepal and Uganda.

The purpose of the evaluation is to provide Norad and the Norwegian Ministry of Foreign Affairs with information that can be used to improve future efforts to strengthening civil society in developing countries.

The evaluation was commissioned by the Evaluation Department in Norad and carried out by Chr. Michelsens Institutt (CMI), Nordic Consulting Group (NCG) and Ternstrom Consulting in collaboration with independent consultants from Ethiopia, Uganda and Nepal.
