The evaluation will:
- Discuss the development effects of the growth centre strategy in Kenya, to which this Programme was supposed to contribute
- Assess the selection of urban centres included in the programme, also in the light of the latest figures and prognoses of population development, and how the selection of water and sewerage projec have been linked to each other.
- Discuss which problems and irrationalities may have arisen out of the administrative division between urban and rural water supply.
