Executive summary

The Special Grant for Environment and Development (the Grant) was initiated in 1984 as an instrument to focus on the environment in developing countries and to incorporate environmental considerations into overall Norwegian aid. The present evaluation, focusing on the period 1995–2000, is meant to describe and assess the Grant as an instrument, analyse the usefulness of a special grant, and serve as background for a decision on continuing the Grant.
