A Memorandum of Understanding (MoU) on Development Co-operation between Norway and Bangladesh was signed in May 1995. This evaluation has been commissioned to assess the results and experiences of the cooperation between 1995 and 2000 and to contribute to the process of establishing a new round of co-operation between the two countries. The overriding objective stated in the MoU is “poverty alleviation” and it was agreed that co-operation would concentrate on three substantive areas: education, the productive sector, and human rights and democracy activities. Gender equality and environmental sustainability were highlighted as key crosscutting concerns.
