The work of the Evaluation Department is governed by a mandate from the Ministry of Foreign Affairs. The Department is responsible for evaluating the full range of Norwegian development cooperation activities. The evaluation programme consists of two-year plans revised once a year. The Evaluation Department decides what to evaluate in accordance with the Norwegian Government criteria of signifi cance, uniqueness and risk. The Department prepares and quality assures the evaluations and publishes the reports. Evaluations are conducted by independent external consultants and researchers following international tendering.
