The evaluation report Joint Nordic Evaluation of Contributions to Trust Funds has been executed by the Danish consultancy firm PEMconsult AS, on behalf of the Nordic evaluation units.
The evaluation mapped Nordic support to trust funds managed by the UN Multi-Partner Trust Fund, the World Bank, and the African Development Bank for the 2004 to 2023 period, from a donor perspective. It assessed the criteria applied in decisions to support, continue, or discontinue funding, and examined the extent to which the trust funds contributed to advancing Nordic policy priorities, as well as Nordic influence on governance.
Based on the evaluation report, the Independent Evaluation Department of Norwegian Development Cooperation (EVAL) has commissioned a follow-up policy brief from PEMconsult AS, with the following objectives:
- Identifying the evaluation’s most important and relevant findings for Norway;
- Assess findings in light of developments since 2023, including within Norwegian public administration and in multilateral organisations, and
- Put forward recommendations tailored for Norway at both strategic and operational levels.
The policy brief is expected to be finalised in September 2026.
