Norway’s International Climate and Forest Initiative (NICFI) was launched in 2007 with the aim of reducing greenhouse gas emissions resulting from deforestation and forest degradation in developing countries (REDD+). More than NOK 10 billion has been disbursed since 2008 to support such efforts both internationally and at the country level.

NICFI has been monitored by an evaluation team since 2010. This evaluation is the final one conducted under the framework contract with LTS international. It gives an overview of the documented main results achieved by the initiative up to 2013. The purpose of the evaluation was to assess the results of NICFI support towards its overall climate and development goals. The team was asked to assess the initiative’s contributions towards the global REDD+ regime and country progress in Brazil, Guyana, Indonesia and Tanzania, as well as the management of the initiative. Moreover, the report covers to some extent the progress through multilateral organizations.
The evaluation shows that, in general, positive results have been achieved towards the climate and development goals. The positive results have been achieved in spite of the fact that there is no overall result framework or coordinated strategy for how the goals are to be met. The evaluation shows that both the pre-initiative planning and the reporting during the implementation were inadequate. Moreover the evaluation concludes that the multilateral organizations are ineffective and badly coordinated.
