The Rural Roads Maintenance (RRM) Project in Mbeya and Tanga regions was initiated in 1979, in response to a request made by the Government of Tanzania (GOT) in 1977. The project is based upon a pre-feasibility study in 1977. Project reviews were carried out in 1980, 1982, 1983, 1984, 1985 and 1987. In 1987, after 8 years of operation it was decided to undertake a comprehensive and independent evaluation of the project.
The evaluation will cover the whole period 1979-87, but to a large extent focus on the changes in the project design introduced in 1985.
