Consultations on the evaluation of Norwegian development cooperation

The Independent Evaluation Department of Norwegian Development Cooperation hosted consultations to gather input from academia, researchers, and experts on Norwegian development cooperation.

The consultations were held in Oslo on 9 September 2025 and in Bergen on 18 September 2025. These meetings formed part of the process to develop the upcoming multi-year evaluation programme. The programme seeks to deliver high-quality, relevant, and credible evaluations that strengthen learning, accountability, and evidence-based policy in a rapidly changing global context.

The consultations examined how global shifts are reshaping development cooperation, identified areas where deeper insight and analysis can have the greatest impact, and explored how knowledge, research, and expertise can more effectively inform decision-making.
