This paper identifies some of the main ways in which aid to basic education in Africa can be made more effective. It documents the special educational problems faced in Sub-Saharan Africa, in the context of public expenditures on, and aid flows to education - and particularly to primary schooling. It argues that improving the productivity of educational aid requires better aid co-ordination.
